Regulatory decree
The Stimulus to Scientific Employment is an incentive for the hiring of new researchers and the development of scientific employment plans and scientific careers by public or private institutions. It has the following instruments:

Contest Stimulus to Individual Scientific Employment - direct support to the contracting of doctoral researchers in all scientific areas, through annual competitions promoted by the FCT, in order to facilitate the continuous and systematic integration of new doctorates in the institutions.
Contest Stimulus to the Institutional Scientific Employment - a support to the development of R & D activities consecrating and stimulating the contracting of doctoral researchers by the scientific institutions, through competitions directed to the institutions.
Support for scientific employment plans in the scope of the evaluation process of R & D Units 2017-2018.
This financial support strengthens the national scientific and technological system and promotes employment opportunities for doctors by facilitating the formalization of scientific employment and contributing to greater national attractiveness for highly qualified young people. They also contribute to the rejuvenation of scientific institutions, attracting more and better scientists, and to facilitate a framework that encourages the mobility of researchers.

Contracts established under the transitional rule of Decree Law 57/2016, amended by Law 57/2017 and in accordance with the regulatory decree approved by the Council of Ministers. Purpose and Overview

The 2018 Call for PhD Scholarships aims to support researchers, in all areas of knowledge, who wish to develop research work leading to a PhD degree.

Scholarships support graduates who comply with the requirements to apply for PhD studies and wish to carry out research towards this degree.

Research work may be carried out in any knowledge intensive environment, namely in collaboration with companies. Host institutions may be: R&D Units, State Labs, Associated Labs, Collaborative Labs or Technological Interface Centres (CIT).

The work programme may be entirely or partially carried out in a national institution (national or mixed scholarships, respectively), or in a foreign institution (overseas scholarships). For mixed scholarships, the period of the work programme that takes place in a foreign institution cannot exceed a total of two years.

As a rule, scholarships are annual, and have a maximum duration of four years. No scholarships are granted for periods of less than three consecutive months.

Who Can Apply

Portuguese citizens, citizens of EU member states and citizens from third-party states with which Portugal has reciprocity agreements may apply. Citizens of other countries who are not residents in Portugal can also apply. They must, however, hold a residence permit by the time set for their scholarship to begin.

Only citizens (Portuguese or foreign) with long-term resident status in Portugal may apply for scholarships with work programmes to be carried out totally or partially at foreign institutions.

Applicants need to:

• Have completed a Masters degree upon application, or alternatively:
  • Hold a first degree and a highly relevant academic or scientific curriculum, acknowledged by the legally capable scientific body of the university where the applicant wishes to be admitted, attesting to the applicant's ability to carry out studies leading to a PhD degree;
  • Hold an acknowledged academic, scientific or professional curriculum attesting to the applicant's capacity to carry out studies leading to a PhD degree, provided by the legally capable scientific body of the university where the applicant wishes to be admitted.
• Not have held any prior FCT-funded PhD or PhD in Companies scholarship of any duration.

Funding

Selected applicants will be awarded monthly stipends and supplementary support, which may include tuition fees, relocation costs, travel awards and health insurance, whenever applicable, as detailed in the Regulations.

The scholarships to be awarded in this call will be funded by the Portuguese state budget, through the Ministry for Science, Technology and Higher Education and, whenever applicable, by the European Social Fund within the 2014-2020 Strategic Framework, namely through Programa Operacional Capital Humano (PO CH).

How and when to apply

The call for applications is open from 28 February to 28 March 2018 (5pm, Lisbon time).

Applications should be submitted online. Only one proposal per applicant is allowed.

"14 MARÇO, 2018 DIPLOMAS EM CONSULTA PÚBLICA – CONSELHO DE MINISTROS DE 15 DE FEVEREIRO DE 2018 CONSULTA PÚBLICA ATÉ 31 DE MARÇO Na sequência da apresentação do relatório de avaliação da OCDE dos sistemas de ciência, tecnologia, inovação e ensino superior em Portugal, o Governo reuniu, a 15 de fevereiro, para discutir uma série de iniciativas legislativas e programáticas, algumas das quais estão em consulta pública até ao próximo dia 31 de março:

 – Projeto de Lei da Ciência, para modernizar o regime jurídico das instituições que se dedicam à investigação científica e desenvolvimento tecnológico, reforçando as condições de emprego científico e qualificado e alargando e diversificando a estrutura institucional de modo a aproximar a comunidade científica da sociedade e economia (Projeto PL 51/2018, aprovado no Conselho de Ministros, submetido para consulta pública).

 – Projeto de DL para reforçar o apoio aos centros académicos clínicos, reunindo unidades de cuidados de saúde, centro de I&D biomédica e escolas médicas e de saúde, com regime jurídico próprio e procedimentos específicos de financiamento e avaliação, estimulando a investigação clínica em estreita interação com as unidades de cuidados de saúde (Projeto DL 418/2017, aprovado no Conselho de Ministros, submetido para consulta pública);

 – Projeto de Lei do Espaço, que estabelece o regime de acesso e exercício de atividades espaciais (Projeto PL 251/2017, aprovado no Conselho de Ministros, submetido para consulta pública).

 – Projeto de DL para a modernização do regime jurídico de graus e diplomas do ensino superior, adaptando-o à realidade que emerge na Europa e em Portugal (Projeto DL 38/2018, aprovado no Conselho de Ministros, submetido para consulta pública);​
