Something still 'very' wrong. They (http://www.crup.pt/pt/imprensa-e-comunicacao/notas-informativas/2712-novas-limitacoes-ao-funcionamento-das-universidades) keep asking for more $$$$. More $$$ for better results, etc, so forth and so on. Might work. But, putting more HP into a V12 racing motor may not do it. Do better with less? No way, they say, they still ask for more $$$$ to get 'there' (http://www.crup.pt/images/CRUP_evol_real_Universidades_2005-2013_v20121024_decomp.pdf). Or else.
But there are here & there, there are some (very few...) Adrian Newey (http://pt.wikipedia.org/wiki/Adrian_Newey).
