Dear All, We are pleased to announce that the 5th Edition of the call "Portugal – CERN PhD Grants Program" is open from  ​1st April to 27th May 2022.      From now on, the supervisors will have permanent access to the following link https://idpasc.lip.pt/pt_cern_grants/phd_programme/my_thesis_proposals and will be able to update previous thesis proposals or submit a new one until the phase for students’ applications. During this phase, the thesis proposals that have been previously updated or submitted will be made available to the students who will contact the supervisors directly.   For the present call, supervisors are requested to update or submit their thesis proposals until 22nd April 2022, 17:00 (Lisbon time). (See Instructions in attachment).  The phase for students’ applications will be open from 26th April until 27th May 2022, 17:00 (Lisbon time). Two domains will be considered:        1) Particle and Astroparticle Physics and associated scientific domains;        2) Technologies associated to the Portuguese participation at CERN and their transfer to society. The maximum number of grants to be awarded in the present call will be 8 (eight), 6 (six) with priority in the first domain (Particle and Astroparticle Physics and associated scientific domains) and 2 (two) with priority in the second domain (Technologies associated to the Portuguese participation at CERN and their transfer to society). PhD studentships will be granted to applicants that fulfil the requirements to join a study cycle towards a PhD degree, and wish to develop research work in high energy physics or related domains at a Portuguese University, hosted at LIP or at any national R&D centre with a protocol previously established with LIP under the Portugal-CERN PhD Grants Program. These grants will be supervised by a researcher designated by the host institution and may be co-supervised by researchers from other institutions. In any case it is mandatory that one of the supervisors has a formal link to a Portuguese University granting the academic degree and, in case of mixed grants, one of the co-supervisors must have a link to the foreign host institution. The institutions that don’t have such a protocol should send an email to idpasc.pt-cern@lip.pt to express their interest in joining the doctoral grants program. Quem chamou ‘bazuca’ ao extraordinário envelope de fundos europeus para recuperar da pandemia Covid-19 nunca imaginou que a Guerra voltasse à Europa.  Mas invadida a Ucrânia pela Rússia, já se fala em reorientar estes e outros fundos contra Putin. Para começar, saiba que o Mecanismo de Recuperação e Resiliência (MRR) prevê €723,8 mil milhões em subvenções e empréstimos para concretizar as reformas e os investimentos dos Planos de Recuperação e Resiliência (PRR) para 2021 e 2026.  Apenas um décimo desta ‘bazuca’ foi entregue aos Estados-membros até ao momento.      Mudar ou acelerar o PRR? Para evitar “a suspensão de atividade ou mesmo encerramento de muitas empresas”, a Associação Empresarial de Portugal (AEP) veio pedir a reorientação das verbas do PRR para socorrer os empresários nesta fase de emergência.  Como? Canalizando os €715 milhões destinados pelo PRR à descarbonização da indústria “para a redução da fatura energética das empresas, que tem vindo a crescer de forma exponencial e insustentável devido à guerra”.  Este concurso do PRR já abriu e continua a aceitar candidaturas até abril. Maior problema é mudar um PRR negociado com a Comissão Europeia e aprovada pelo Conselho. Mesmo que as empresas ainda só tenham recebido 100 mil euros do PRR, como o Expresso vem alertando desde janeiro e Luís Marques Mendes reiterou domingo na SIC.  Para já, o governo defende a rápida execução do PRR para estimular a economia portuguesa, embora já admita a redefinição de algumas metas devido à Guerra.  “O apoio ao nosso tecido económico e social será tanto mais fácil quanto mais europeia for a resposta”, resumiu o ministro dos Negócios Estrangeiros, Augusto Santos Silva, à partida para a reunião dos líderes europeus de 10 e 11 de março em Versalhes.  O Expresso avançou que a prioridade dada pela União Europeia à defesa e aos refugiados não dá grande margem para sonhar com uma nova ‘bazuca’. Valha a convicção de que a atual não sofrerá alterações… A Declaração de Versalhes confirmou que a estratégia europeia passará pelo reforço das capacidades de defesa, pela redução da dependência energética e pela construção de uma base económica mais sólida.

E apoios às empresas? Para já, estas são as cinco medidas do governo para fazer face aos custos galopantes da energia.  Para as empresas europeias, a Comissão está ainda a estudar com os Estados-membros uma solução para atenuar os danos diretamente causados pela agressão militar russa contra a Ucrânia, incluindo certos efeitos diretos das sanções económicas ou de outras medidas restritivas. Em causa estarão apoios temporário à liquidez para todas as empresas afetadas pela atual crise, um apoio que poderá assumir a forma de garantias e empréstimos bonificados.  Em cima da mesa estarão também auxílios para custos adicionais causados pelos preços excecionalmente elevados do gás e da eletricidade. Este apoio poderia ser concedido sob qualquer forma, incluindo subvenções limitadas, para compensar parcialmente as empresas, em especial as utilizadoras intensivas de energia, pelos aumentos dos preços da energia. Atenção ao eurodeputado José Manuel Fernandes que defende a mobilização de €200 mil milhões da ‘bazuca’ europeia para acabar com a dependência energética face à Rússia e parar de financiar a máquina de guerra de Putin. Uma proposta hoje reiterada por Duarte Marques no Expresso.   Quanto à energia, pode saber mais sobre o plano RePowerEU aqui. E, sobretudo, aproveitar os fundos do PRR para investir na redução da fatura energética seja num edifício de serviços ou numa casa de família.      Fundos para a Ucrânia Aberta foi a porta à entrada da Ucrânia na União Europeia. Uma decisão que motivou este duelo no Expresso.  A Comissão Europeia já disponibilizou os primeiros €300 milhões ao abrigo do novo programa de Assistência Macrofinanceira de Emergência à Ucrânia.  Enquanto o governo português aprovava e negociava os últimos detalhes do Portugal 2030, Bruxelas também propôs a mobilização dos fundos que restam do velho quadro comunitário para apoiar quem foge da Ucrânia.  Ação de Coesão a favor dos Refugiados na Europa (CARE em inglês) é o nome desta iniciativa que permite mobilizar os fundos europeus para pagar as despesas dos Estados-Membros com os refugiados desde a data de início da invasão russa a 24 de fevereiro.     Por hoje é tudo.  Bons fundos!

  UBI invites researchers interested in applying for the Marie-Sklodowska Curie Post-Doctoral Fellowships 2022 associated with one of the following research units:

  Candidates interested in applying to the Post-Doctoral Fellowships:

  
  

  • should have a PhD degree at the time of the deadline for applications. Applicants who have successfully defended their doctoral thesis but who have not yet formally been awarded the doctoral degree will also be considered eligible to apply;

  
  

  • must have a maximum of eight years experience in research, from the date of the award of their PhD degree, years of experience outside research and career breaks will not count towards the above maximum, nor will years of experience in research in third countries, for nationals or long-term residents of EU Member States or Horizon Europe Associated Countries who wish to reintegrate to Europe;

  
  

  • should comply with mobility rules: they must not have resided or carried out their main activity (work, studies, etc.) in the country of the beneficiary (for European Postdoctoral Fellowships), or the host organisation for the outgoing phase (for Global Postdoctoral Fellowships) for more than 12 months in the 36 months immediately before the call deadline.

  The selected candidates will be informed of the UBI interest in hosting their research proposals in applying to the MSCA Post-Doctoral Fellowships 2022 after the official opening of the call in Spring 2022.
