O 'export' é pertinente, qdo se pensa em mega-univs , etc.

Só 'mega', not enough.

Por um lado, caro NC (et al) e caros futuros votantes em C's et al, ter uma top-notch institution sec XXI é uma decisão a fazer (não, não está feita....) e não pode ser simplesmente coisa tática ie, just do it. É coisa estratégica. Lá voltamos a PE's... Mas a longo prazo, mto longo, s\ resultados rápidos.

É que os top performers t\caracteristicas ''AXE'' ie uns tem outros não... e sem isso, as average 21st-century universities NAO vao lá. Pior diz o WB: NAO vao sobreviver during o sec XXI. Pois. Do genero faça lá entao um PE 2020, em 2073 vamos enviar uma archeo-antropo-search party p\try to locate your remains. Bué.

Chances de 'survival' (e depois go for the top, if), according to WB, genero se e só se:

A. High concentration of talented academics and students (qdo a coisa vai torta...);

B. Significant budgets (obvio...);

C. Strategic vision and leadership (Easily said...).

Na opiniao do WB, o ponto A dá ''forte e feio'' em algumas univs que saõ verdadeiras estruturas de welafare/apoio local; Just. È que … world-class universities have students and faculty members who are NOT exclusively from the country where the university operates. Assim se tem a dinamica p\continuamente atrair talento. E cé, pt wise, garden by the sea side? Estou mesmo a ver o estudo da UAveiro, que vai ajudar e tanto a reorg do ESup a ir ao ponto de cross check quem está em que univ's... . world-class universities succeed in mobilizing a broadly diverse national and international academic staff is likely to maximize the ability of these institutions to create and disseminate knowledge far and wide. Empreendorismo? Ok, regional, peninsula ou ilha, certo? Ie, for a survival track & gear.

Qto ao B, pouco se podera por cá fazer; (Muito) Mais. Aceito. É que somos todos muito OE'dependentes. Building and operating world-class universities can cost millions of dollars. SicN Expresso 1\2 noite 29 Okt) se quiserem algures sec XXI Champions league vao querer e vao ter que aceitar less autonomy wrt a quem lá colocar (via Board of Trustees, eg) algum $$$$, $ignificant, claro.

Mas e há que ser transparente, o WB-report TAMBEM diz que ''world-class universities thrive in an environment that fosters competitiveness; unrestrained scientific inquiry; and academic freedom, critical thinking, innovation, and creativity. Moreover, institutions that have complete autonomy are also more flexible because they are not bound by cumbersome bureaucracies and externally imposed standards, even in light of the legitimate accountability mechanisms that bind them. As a result, they can manage their resources with agility, and quickly respond to the demands of a rapidly changing global market. ''

Ok, point taken, I concede, game, set, match, mas é um delicate balance: autonomy for competitiveness mas c\lidar c\quem la coloca $$$? Simply by the results ('profits'?) provided to shareholders?

E no C. ..Bem ...to make the grade, you also need inspiring leaders,. Pois. E a strong strategic vision of where the institution is going, a philosophy of success and excellence, and a culture of constant reflection, organizational learning, and change. On top of that, you can't be in a hurry either. Pois aqui, eu preocupo-me.

Por que demorará mto tempo?

Não.

Pq é melhor n\querer colocar em modo rigido sem qq chance de mudança a posteriori, planos p\o futuro. Qdo o WB parece querer dizer, no fim do dia, que a verdadeira chave do sucesso (survival 1^st, top-notch eventually) será a tal flexibilidade, ie, Fingerspitzengefühl.
