The Centro 2020 Program, in cooperation with the other Operational Programs of Portugal 2020, launched two tenders to support the hiring of qualified human resources (doctors, masters and graduates) by companies and scientific and technological institutions in the interior:



- CENTRO-59-2020-05: Hiring Highly Qualified Human Resources in SMEs

- CENTRO-59-2020-06:

Hiring Highly Qualified Human Resources - Non-Business Entities in the I&I System



With this support from European Union funds, the aim is to increase the skills of companies in the fields of qualification and internationalization and research and innovation, with a view to strengthening the competitiveness of SMEs in an increasingly globalized market, as well as overcoming the resource deficit. human resources in the Non-Entrepreneurial Entities of the Research and Innovation System (ENESII) in order to give them capacity in the scope of the development, valorisation and transfer of knowledge and new technologies to companies.



These competitions are dedicated to enhancing the competitiveness of low-density territories, being specifically oriented towards a strategy of enhancing the interior and allowing to implement the Integrated Initiatives + CO3SO Knowledge and + CO3SO Digital registered in the Interior Enhancement Program. The aim is to enhance the dynamics already installed in low-density territories that could constitute axes of development and processes for the valorisation of endogenous resources in close partnership between companies and ENESII, as well as the increase in productive capacity and the consequent industrialization of processes associated with development innovative products with high added value.

O Programa Centro 2020, em cooperação com os restantes Programas Operacionais do Portugal 2020, lançou dois concursos para apoiar a contratação de recursos humanos qualificados (doutores, mestres e licenciados) pelas empresas e instituições científicas e tecnológico do interior:

- CENTRO-59-2020-05: Contratação de Recursos Humanos Altamente Qualificados nas PME
- CENTRO-59-2020-06:
Contratação de Recursos Humanos Altamente Qualificados - Entidades Não Empresariais do Sistema de I&I​

Com estes apoios dos fundos da União Europeia pretende-se elevar as competências das empresas nos domínios da qualificação e internacionalização e da investigação e inovação, numa perspetiva de reforço de competitividade das PME num mercado cada vez mais globalizado, bem como ultrapassar o défice de recursos humanos nas Entidade Não Empresarias do Sistema de Investigação e Inovação (ENESII) de forma a conferir-lhes capacidade no âmbito do desenvolvimento, valorização e transferência de conhecimento e novas tecnologias para as empresas.

Estes concursos são dedicados ao reforço de competitividade dos territórios de baixa densidade, estando especificamente orientados para uma estratégia de valorização do interior e permitindo concretizar as Iniciativas Integradas +CO3SO Conhecimento e +CO3SO Digital inscritas no Programa de Valorização do Interior. Procura-se valorizar as dinâmicas já instaladas nos territórios de baixa densidade passíveis de constituir eixos de desenvolvimento e processos de valorização dos recursos endógenos em estreita parceria entre empresas e ENESII, bem como o aumento da capacidade produtiva e a consequente industrialização dos processos associados ao desenvolvimento de produtos inovadores e de alto valor acrescentado.

'' ... During Wednesday’s news conference, the chancellor thanked citizens for obeying strict social distancing rules and living with so many restrictions, stressing that Germany’s relative success in combating the virus was because of their cooperation.

“The curve has become flatter,” Ms Merkel said, referring to the number of new daily infections.

But she cautioned against a false sense of security, saying the achievements could quickly be reversed.

“We don’t have much leeway,” she said.

“If we now allow more public life, in small steps, then it is very important that we can trace infections chains even better,” she said. “That must be our aim: to trace every infection chain.”

To that end, she said, Germany’s testing capacities would be increased. The country is currently capable of testing 100,000 people a day, more than any other country in Europe.

Earlier Wednesday, the European Commission presented a road map for countries in the 27-country bloc planning their own exit strategies. Chief among its recommendations is a German-style testing regime that allows for the tracing and quarantining of those who are sick while also slowly allowing those who are not to go back to some activities.

The chancellor went into detailed explanations of the science behind her own plan.

A key variable the government was looking at, she said, is the so-called reproduction factor of the virus — the number of people an infected person passes the virus on to.

That factor currently stands at about 1, she said, meaning that one person gets infected by every newly infected person. If that factor rose even to 1.1, the German health care system would reach capacity by October, she said.

If it were allowed to rise to 1.2 — so out of five infected people one infects not one but two additional people — that limit is reached by July.

“With 1.3,” Ms. Merkel continued, “we have reached the limit of our health care system by June.”

“So you can see how small our leeway is,” she said, “the entire development rests on having a number of infections that we can keep track of and trace.” ''

The chancellor, a physicist by training, was typically restrained and focused on the science as she announced the government’s cautious step-by-step plan, for which she had won the agreement of regional leaders in Germany’s diffuse federal system.

Shorn of any bravado, her announcement seemed again to make Germany, Europe’s biggest economy, a de facto leader on the Continent and something of an example for Western nations looking to navigate the tricky course of rebooting economic activity and fighting the virus.

“We have achieved something,” Ms. Merkel said at a news conference, “something that by no means was a given at the start — namely that our doctors and carers, all those in the medical field, in the hospitals, were not overwhelmed.”

But she added: “What we’ve achieved is an interim success — no more, no less. And I stress that it is a fragile interim success.”

An economic lockdown will remain largely in place for an additional 20 days, Ms. Merkel cautioned, and strict social distancing rules will remain in force.

But some shops will be allowed to reopen beginning next week — although only those with the necessary protections in place to allow strict social distancing to continue, she said.

Older students might be allowed back to school in May but that will be contingent on a radically changed setup involving small groups, face masks and social distancing rules for school buses.''

Who Can Apply

Portuguese citizens, citizens of EU member states and citizens from third-party states, stateless citizens and citizens beneficiaries of political refugee status.
Applicants need to:
  • Not have held any prior FCT-funded PhD or PhD in Industry studentship of any duration;
  • Hold a status of long-term residents in Portugal in case the work plan will be carried out entirely or partially at foreign institutions (both in Portugal and abroad or entirely abroad); this requirement applies to both national and foreign citizens. 

How and when to apply

The call for applications is open from 2 March to 28 April 2020 (5pm, Lisbon time). Applications should be submitted online on myFCT portal. Only one proposal per applicant is allowed.

Evaluation

Proposals will be evaluated by evaluation panels specifically set up for this call, involving experts of acknowledged experience and scientific merit. Applications will be graded using scores from 0 (0,000 minimum score) to 5 (5,000 maximum score), for each of the following three criteria:
  1. merit of the applicant;
  2. merit of the work plan;
  3. merit of the hosting conditions.
The relative weights of three criteria are 40%, 40%, 20%, respectively.
The merit of applicants will be assessed based on three sub-criteria: academic career, with a relative weight of 50%; personal curriculum, with a relative weight of 40%; motivation letter with relative weight of 10%, from the merit of the applicant.
Applicants’ personal curricula will be analysed in an integrated manner, considering a global view of scientific and professional achievements. Thus, in this assessment it will be important to consider the reference letters (required documents) and the various dimensions of the curriculum that may demonstrate relevant scientific and professional backgrounds.
Assessment of the work plan and of the host institution conditions will be based on a duly substantiated assessment decision by the review panel.
Applicants will be ranked according to the weighted average of the scores for each three criteria.
